Germantown’s Place in Leggett’s $4.2 Billion Construction Budget

Amended 2013-18 capital budget released last week.

Last week Montgomery County Executive Isiah Leggett unveiled his amended budget for construction projects between 2013-18. The $4.21 billion budget maintained an increase of 4.2 percent. In Germantown, construction projects include:

Century Boulevard
Status: $15.8 million, funding increased
Sources: $4 million from contributions; $11.8 million from general obligation bonds
Funding covers the design, utilities and construction of a four-lane extension of Century Boulevard from its endpoint south of Father Hurley Boulevard to its intersection with a future extension of Dorsey Mill Road. Construction is expected to start in Summer 2012.

Frederick Road Bike Path
Status: $982,000, funding increased
Sources: $250,000 from sate aid; $732,000 from general obligation bonds
Funding covers the design of the first bike connection between North Germantown and Clarksburg. The proposed 2.5 mile hiker-biker path would run along the west side of Frederick Road between Stringtown Road and the existing hiker-biker path near Milestone Manor Lane.

Germantown Transit Center improvements
Status: $270,000, funding delayed
Sources: Recordation tax premium
Funding covers cost of male and female bathrooms — each with one toilet and one sink  — for bus drivers at Germantown Transit Center, at Century Boulevard and Aircraft Drive. Right now drivers rely on restrooms at nearby businesses. Construction is expected to be completed in late 2012.

Montgomery College: Bioscience Education Center
Status: $85.5 million, decreased
Sources: $46.2 million from general obligation bonds; $691,000 from PAYGO; $38.5 from state aid
The money would fund a new 141,400 square foot biotechnology center at Montgomery College’s Germantown campus, part of a broader effort to incubate biotech business in Montgomery County. The facility would house updated science labs in addition to accommodating projected student growth at the campus. The county executive’s proposed funding is nearly 3 percent less than the $87.7 million the college requested.

Montgomery College:  Germantown Science and Applied Studies, phase 1 renovation
Status: $38.5 million, decreased
Sources: $19.44 million from general obligation bonds; $19.1 million from state aid
The renovation would address the building's layout, currently deemed "inadequate" for the physics, engineering and math departments and update the lab space and equipment. The county executive’s proposed funding is about 1 percent less than the $38.8 million Montgomery College requested.

Montgomery College: Germantown Student Services Center
Status: $83.7 million, decreased
Sources: $42.7 from general obligation bonds; $41 from state aid
The project would fund the design of a new student resource center at Montgomery College’s Germantown campus and would put under one roof, a bookstore, cafeteria, mailroom and other administrative offices. Funding is about 9 percent less than the $92 million Montgomery College requested.

Montgomery County Police, 5th District Station renovations
Status: $0, project suspended.
Sources: N/A
Montgomery County Police department’s 5th District station was due for renovations at a cost estimated at $24.6 million, but further work on the project has been suspended until it’s determined whether the station should be renovated or relocated.
