Germantown Men Charged With Beating, Robbing, Urinating on Youth

Police said a cell phone photo of the alleged victim tipped them off.

Two Germantown men face robbery and assault charges for allegedly beating a youth to the ground, taking his cell phone and urinating on him, Montgomery County Police said in an affidavit.

James K. Reed, 18, of the 12500 block of Cross Ridge Way, and Troy Dukes-Anderson, 19, of 13700 Lark Song Drive, were taken into custody Dec. 7. Police said a cell phone photo of the alleged victim tipped them off.

Reed and Dukes-Anderson have been charged with robbery, first- and second-degree assault and theft. The men are due in District Court on Jan. 6 for a preliminary hearing.

According to Montgomery County District Court records, Reed and Dukes-Anderson approached the alleged victim behind Kingsview Middle School on the evening of Oct. 21.

The men reportedly knocked the juvenile to the ground and continued to kick and punch him in the face and body, police said in an affidavit.

The alleged victim told police that he felt someone take his cell phone and reportedly watched as Reed urinated on him, the affidavit states.

Police learned about the incident while investigating a separate robbery reported on Nov. 28, having obtained a cell phone that happened to contain a photo of a juvenile male who appeared to be unconscious — a person later identified as the alleged victim from the October incident.

Reed faces similar charges for the Nov. 28 incident, a robbery and assault reported in the parking lot of Clopper's Mill Village shopping center in Germantown.

According to District Court records, a youth had walked to McDonald's from Northwest High School at around 3:30 p.m. when a friend told him to "run." 

Police allege that Reed and another suspect chased the youth across the parking lot next to a set of Dumpsters, where they allegedly beat him up and took his sneakers.

Police recovered cell phones containing apparent video footage of the assault.

Reed's preliminary hearing for the Nov. 28 incident is also scheduled for Jan. 6.
