Germantown Men Indicted for Robbery, Assault

A cell phone photo of the alleged victim led to their arrests, Montgomery County Police said.

A Germantown man accused of beating a youth, taking his cell phone and urinating on him was indicted Friday for robbery and assault.

James K. Reed, 18, of the 12500 block of Cross Ridge Way, and a co-conspirator, Troy Dukes-Anderson, 19, of the block of 13700 Lark Song Drive, were charged with robbery, conspiracy to commit robbery and first-degree assault.

A cell phone photo of the alleged victim led to their arrests Dec. 7, Montgomery County Police said in an affidavit.

Police allege Reed and Dukes-Anderson beat up a juvenile male behind Kingsview Middle School on Oct. 21. The alleged victim told police that he felt someone take his cell phone and watched as Reed urinated on him, the affidavit states.

Reed was also indicted Friday for a Nov. 28 robbery reported at Clopper's Mill Village shopping center in Germantown. Police allege that Reed and another suspect chased a youth across the parking lot next to a set of Dumpsters, where they beat him up and took his sneakers, according to Montgomery County District Court records.

Investigators recovered cell phones containing apparent video footage of the assault. One of the phones contained a photo of a juvenile male who appeared to be unconscious — a person later identified as the alleged victim from the October incident.

Reed was charged with robbery and conspiracy to commit robbery for the Nov. 28 incident.

A scheduling hearing has been set for Reed and Dukes-Anderson on Jan. 13 in Montgomery County Circuit Court.
