Police: Kidnapping Foiled by Citizens at Germantown Best Buy

Jermaine Laray Palmer, 23, of Fairland, is charged with trying to kidnap a 2-year-old.

Montgomery County Police arrested a man on charges of trying to kidnap a 2-year-old in Germantown on Wednesday.

At around 3 p.m., officers from Montgomery County’s 5th District responded to reports of a kidnapping at Best Buy, at 20914 Frederick Road. 

Police allege that Jermaine Laray Palmer grabbed the child from the store and tried to leave. The child’s father, Robert Eugene Cox III, 37, of Montgomery Village, allegedly chased and subdued Palmer, police said.

A fight ensued, and Palmer was reportedly “secured by citizens who witnessed the incident,” police said.

Palmer, 23, of the 13600 block of Colgate Way in Fairland, received several charges for kidnapping, abduction and assault.

He is being held on $75,000 bond, according to online District Court records.
