Youth training and employment programs are under consideration.
Two different youth work programs are before the Montgomery County Council for possible funding in next year's budget. Several members voiced support at a council meeting May 14 for reinstating the Conservation Corps, a county program that educates and trains high school dropouts. The program has been inactive for 18 months due to budget cuts, said Uma Ahluwalia, director of Health and Human Services. “I have followed Conservation Corps for many, many years,” said Council member Phil Andrews (D-Dist 3). “There’s nothing else like it in the country.” At a government cost of $20,000 per participant, corps members receive GED training and gain work experience by performing labor. Montgomery County Council committee votes to fund evening and weekend social clubs in other areas of Montgomery County.
An evening and weekend social program for youths in East Montgomery County could be replicated in other parts of the county. County Executive Isiah Leggett’s proposed budget set aside $128,000 for evening and weekend youth activities and included the possibility of establishing Teen Escapes Clubs Upcounty, to serve Germantown and Damascus, in Silver Spring and the Bethesda-Potomac area. Council's planning, housing and economic development (PHED) committee voted rencently to fund the teen escape club expansion for the next fiscal year. Debates continue over proposed Montgomery County teen curfew law.
A curfew bill proposed by Montgomery County Executive Isiah Leggett has spurred debates over whether a youth curfew goes too far. Bill 25-11 would ban youths 18 and younger from public places from midnight to 5 a.m. Saturdays and Sundays, and 11 p.m. to 5 a.m. during the week. According to a statement released by Leggett, "Bill 25-11 would establish a curfew for minors; make certain findings; prohibit certain activities during the curfew; provide for certain defenses; establish enforcement procedures and penalties; and generally amend County law relating to offenses and curfews."
